Ridiculous game, a cross between Tower Bridge and a public hanging!

No idea how it played, seems to be missing some element that moves the players - anyone know?

Not even sure about the name, that is how it was described when I purchased it. Possibly home made, possibly commercially made, who knows or indeed cares!
